Shanghai Is Not Alone

HEAVY traffic is a problem in big cities around the world. Metropolises like New York City, London and Paris have encouraged public transportation by raising taxes on gasoline. They also limit the number of private cars on the road, especially in the downtown area.

The Shanghai Municipal Government has also applied similar measures to ease gridlock in the city. Shanghai now boasts 12 subway lines and more than 1,100 bus lines. The road system has expanded by 25 percent since 2004.

The city has issued a limited number of private car licenses each month since 1994. About 5,000 license plates are issued every month, according to police. One in five households owns a private car and 1.7 million license plates have been issued in Shanghai.
