Investment fair looks to attract some big fish

AS China is setting sail for a marine-driven economy under its 12th Five-Year Plan (2011-2015), Ningbo is already at the helm to navigate the first leg of the voyage.

The city in Zhejiang Province will host the first China Marine Economy Investment Fair from Thursday to Saturday. It will be the first major economic and trade convention introducing government plans about the marine economy to investors.

The event aims to attract more than 1,000 quality investors through numerous exhibitions, promotions, summits and forums as a nationwide platform for project matchmaking and a multilevel showcase for progress in the industry.

Marine has become a buzzword for development after it was made part of the national strategy earlier this year. The government has been putting wind in the plan's sails through ocean legislation, eco-system protection, services establishment and culture promotion.

The State Oceanic Administration, along with its subsidiaries, affiliated enterprises and academic institutions, will set up a special exhibition featuring such achievements during the three-day event.

Zhejiang, Guangdong and Shandong provinces, the three state-appointed pilots to exploit the country's sea resources, have put together a joint exhibition to celebrate their voyage toward smart growth.

Eleven cities from Zhejiang will be present at a city-level exhibition to show a detailed nautical chart of the province's maritime exploration.

With 260,000 square kilometers of water area and one-third of China's deepwater coastline, Zhejiang aspires to become the country's strongest marine-driven economy by 2020, planning to attract investment of 1.2 trillion yuan (US$188 billion) to support 490 big projects over the next five years.

"Ningbo, as the key driver of Zhejiang's marine economic development, must catch this historic opportunity to speed up its economic transformation," said Liu Qi, mayor of Ningbo.

Ningbo is connected to more than 600 harbors in over 100 countries and regions around the world.

The shipping power has been steering Ningbo toward prosperity and is now the city's leverage to elevate its marine-led economy.

The investment fair is designed to boost Ningbo's harbor services, port-vicinity heavy manufacturing and emerging marine-related industries.

The port city is stepping up its role in land transportation to extend its influence. A high-speed train running from Ningbo to Wenzhou now takes it directly to the heart of Zhejiang's business community, and the newly built Hangzhou Bay Cross-Sea Bridge has emphasized its close economic ties with the Yangtze River Delta region.

Besides, the improved railway and road networks are deepening its connections to the vast inland. The middle and west regions of China are becoming bigger industrial bases and are seeking markets abroad. Ningbo can help link these inland areas to overseas markets.

Mayor Liu expects its leadership in logistics to help it become an international financial service center and national trade hub for strategic goods.

Ninghai County in Ningbo intends to pull in 10 billion yuan worth of investment during the fair for its Sanmen Bay New District, where such emerging industries are concentrated.

Up to 7 billion yuan will be pumped into the district to build a world-class marine machinery manufacturing base while 1.5 billion yuan will be injected to push the district's bio-pharmaceutical park toward a state-level research, development and production center.

These developments are in line with Ningbo's plans for a low-carbon economy. The city has been reinforcing environment protection laws while elevating industrial productivity.

"Ningbo will continue its environmental law enforcement and establish compensation standards for damage to the eco-system so as to protect its marine resources," Liu said.

Such a commitment is not only to sustain marine-driven industrial growth but also to bolster the city's other economic pillar - fishery resources.

Ningbo has 516 islands larger than 500 square meters, which account for one-fifth of the province's total, giving the city a natural edge in fishing.

The port city is also well-known for its beach resorts and geographic wonders, which gives Ningbo a great chance to develop its yachting and tourism industries.

But all these visions cannot be realized without the help of skilled professionals. The investment fair will cast its rod into the talent pool in search of more than 10,000 marine specialists through various job fairs.

More than 150 companies from Ningbo and other cities in Zhejiang Province will set up recruitment stands at Ningbo International Convention and Exhibition Center on Friday. College graduates from marine-related majors will be in high demand.

High-tech marine professionals are now among the most wanted personnel, according to Ningbo's latest talent index report released last month. Covering marine machinery manufacturing, new materials, to biological breeding, the sector is the key to securing the city's traditional advantages while steering it toward more innovation.
