Local innovative industry gets the city animated

NOWADAYS, innovative industries are attracting increasing interest in China as an important way of economic transition. And as one such innovative industry, China's animation industry has undergone rapid development in recent years, with Hangzhou playing a distinguished role.

In recent years, Hangzhou has taken various measures to achieve its goal of becoming the "capital of animation," including carrying out a series of beneficial policies, accumulating its unique advantages, promoting original brands' images and expanding international markets.

"Animation has already become an important feature of the city," says Pan Jian, the director of the Animation and Game Research Center of Zhejiang University in his report on the development of Hangzhou's animation industry. "The development model of Hangzhou in this field can be promoted and extended to the entire country."

In 2003, the establishment of the Cartoon Filming Corporation of Zhongnan Group symbolized the beginning of the industrialization of Hangzhou's animation and comics industry. In April 2004, the State Administration of Radio, Film and Television (SARFT) issued some points regarding the development of the domestic cartoon industry, which granted Hangzhou important policy support.

As Hangzhou was making efforts to establish itself as "digital Hangzhou" and the "capital of leisure," it was pretty suitable to develop animation industry. The city's sound investment environment and industrial basis attracted a lot of domestic private enterprises and more than 10 international giants to invest in Hangzhou animation fields. 2003 could be considered as the beginning year of Hangzhou's animation industry.

In 2004, the animation industrial zone in Hangzhou High-tech Development Zone was selected as one of the first national animation industrial bases, as it was also the only one that was defined as a scientific technology zone among all the other animation bases. However, as it was only the beginning, Hangzhou had not yet produced any original cartoon work that entire year.

But things changed in 2005, as the good foundation led to a year of harvest - 29 cartoons of 3,131 chapters were approved, and 14 cartoons of 752 chapters, more than 8,100 minutes, have been put onto screen. The total number of Hangzhou's animation enterprises reached more than 60.

By 2010, a total of 207 animation enterprises had been registered in Hangzhou, involving more than 20,000 employees, and 42 cartoons of 35,008 minutes have been put onto screen for the entire year, a 28 percent increase on 2009. The annual output has ranked top for the past two years in the country.

2005 was considered as a pretty important year during the development of Hangzhou's animation industry, for the city won the bid to hold the China International Animation & Cartoon Festival.

The China International Animation & Cartoon Festival was held by both SARFT and the Zhejiang provincial government, as one of the eight key cultural exhibitions of the 11th Five-Year Plan (2006-2010). Held annually in Hangzhou since 2005 and themed "Grand Gathering of Animation, Festival of People," the festival involves four sections - exhibitions, summit forums, contests and activities.

As the main communication and display platform for the top works of domestic and international animation, the past six festivals have attracted the participation of more than 1,400 enterprises and institutes from 47 countries and regions all over the world, and attracted 3.912 million visits. So far, the six festivals have also contributed a total trade volume worth 33.6 billion yuan (US$5.14 billion).

The 2010 China International Animation and Cartoon Festival featured more than 40 events with the participation of 365 foreign and domestic enterprises from 47 countries and regions; there were more than 1.61 million visits, twice as many as the fifth; about 200 projects worth 10.6 billion yuan were contracted. All the statistics have enjoyed a rapid increase compared with the festival in 2009.

2011, the first year of the 12th Five-Year Plan (2011-2015), is also the year for the China Comic and Animation Museum to begin construction. As one big step by Hangzhou toward becoming the national cultural innovation industry center and capital of the animation industry, it will soon become another highlight of the cultural city.

The cultural advantages of Hangzhou are pretty obvious - high-end educational institutes including the Cartoon College of China Academy of Art and the Cartoon Production Center of Zhejiang University grant the city with excellent animation talented professionals; Hangzhou government has carried out a series of beneficial policies to support and cultivate local animation giants; the six China international animation festivals so far have provided the perfect communication platform. In 2009 and 2010, the quality and amount of Hangzhou's cartoon works have ranked top continuously all over the country.

With such a great background, the China Comic and Animation Museum was born. The collections of the museum will be gathered together with Shanghai Animation Film Studio as well as other famous animation institutes and artists.
