District’s online services curb spread of epidemic

PUTUO government has launched a series of non-contact services to help companies get back on track while the nation adjusts to COVID-19.

The Putuo Human Resources and Social Security Bureau has streamlined the approval procedure on housing subsidy for professionals to help small and medium-sized enterprises to keep talent under the epidemic.

The district’s talent service center has simplified the working procedures for multiple services. Based on its integrated one-stop website, applicants can finish applications remotely.

Talent services

Telephone hotlines and e-mails have been set up and publicized for detailed talent service sectors, such as household credit and application, foreign work permit and visa, talent apartment application, housing subsidy and recruitment registration.

Service staff are working overtime to ensure applicants get an instant reply through both telephone and e-mail. The staff guide people through the application process online to avoid any face-to-face meetings at the administrative service center, which helps curb the spread of coronavirus.

The talent center is transmitting new policies and answering questions through company HR officials’ WeChat groups and the official website and WeChat account of the government to Putuo-based companies.

Since February 10, the center has received 150 company officials and answered over 1,100 consulting phone calls. It has accepted 503 online applications and 120 work permit applications from foreigners.

Putuo’s labor security supervision team and labor dispute arbitration court have opened specialized hotlines and online services to guide recruitment and protect the rights of labor during the epidemic.

The district’s labor security supervision team is advising that appeals should be submitted through a phone call or online, rather than heading directly to the site.

Platform to host online disputes

The specialized labor relationship consulting hotline (5637-1100 ext 300) has received almost 50 phone calls from both company officials and employees. All their problems have been resolved remotely. The law enforcement team offers guidance and policy explanation to key companies to help them get through the current difficulties following the epidemic outbreak.

The labor dispute arbitration court launched a platform to host online disputes. Minor disputes can be resolved through WeChat or the mobile application of the city’s human resources and social security bureau.

A trial operation has also been launched to host video arbitration conferences. The court’s hotline (6611-1905) is open along with the labor dispute comprehensive service center.

Putuo’s employment promotion center is offering non-contact services on employment and entrepreneurship during the epidemic. Employment and startup policies are being promoted online, while online recruitment meetings, entrepreneurship guidance, policy consultation and applications are also being held.

Recruitment green channels have been opened for key Putuo-based service companies, such as food delivery platforms, online grocery shopping platform Dingdong and supermarket Carrefour.

The employment promotion center has asked the Putuo incubators and innovation parks to reduce or prolong the leases for startup and small and medium-size companies to help them during this difficult period.
