Animal Quarantine Certificate: Pet travel made easy
Congratulations, dear pet parent. You鈥檝e finally decided to take your beloved fur baby on an adventure. Maybe it鈥檚 a vacation, maybe it鈥檚 a relocation, or maybe your cat just wants a change of scenery (though let鈥檚 be honest, it would probably rather stay home). Whatever the case, before you and your four-legged sidekick can jet off, you鈥檒l need one crucial document: the Animal Quarantine Certificate. Yes, your pet now has a checklist that rivals international visa applications. Buckle up, because getting your pet approved for travel is more complicated than securing your own visa.
Step 1:
What is an Animal Quarantine Certificate
The Animal Quarantine Certificate (鍔ㄧ墿妫鐤悎鏍艰瘉鏄) is a VIP pass for your pet, ensuring it can board a plane, train or boat without being treated like a shady stowaway. Shanghai authorities want to confirm a few things: Your pet isn鈥檛 harboring a surprise plague, it has all its shots, and it鈥檚 healthy enough to endure the horrors of travel. You can鈥檛 just waltz into a random vet and ask for this certificate. It must be issued by an official animal health supervision office, and the certificate is only valid for five days, so you鈥檒l need to time your application carefully to avoid any last-minute scrambles.
Step 2:
Who can apply
If you live in Shanghai and own a pet, you qualify for this paperwork adventure. But before you get too excited, your pet must meet the following conditions:
1. It must come from a region with no known animal disease outbreaks.
2. All application documents must be complete and valid.
3. It must have received a rabies vaccination within the required time frame.
4. It must be clinically healthy at the time of application.
5. If it鈥檚 a dog, it must also pass rabies antibody testing (because dogs have extra paperwork).
Step 3:
How to apply for the certificate
Option 1: Online pre-application (for some districts)
Some districts offer an online pre-application process. For example, in the Pudong New Area, pet owners can submit a request via the Pudong Urban Management Enforcement (娴︿笢鍩庣缁煎悎鎵ф硶) WeChat public account under the Service Hall (鏈嶅姟澶у巺) section.
Option 2: Phone or in-person appointment
If online options aren鈥檛 available in your district, call or visit your local animal health supervision office to schedule an appointment.
Step 4:
Show up with your pet and paperwork
On the big day, you must show up in person with your pet. No, a photo of your dog looking happy on the couch won鈥檛 cut it. At the office, expect a vet to examine your pet and officials to inspect every piece of paperwork with the intensity of a national security checkpoint, and a discussion about how you plan to transport your pet 鈥 by plane, train or boat. If all goes well, your pet gets its shiny new Animal Quarantine Certificate, and you get a sense of temporary relief.
Step 5:
What documents do you need
Depending on whether your pet is a local Shanghai resident or an out-of-town visitor, the required documents vary.
For locally registered dogs
- Your ID and proof of residence (household registration, residence permit, rental contract, etc.)
- Valid dog registration certificate issued by the public security bureau
- Valid rabies vaccination certificate from a government-approved vaccination site
- Rabies antibody test report from an accredited lab (some districts may waive this if your dog participated in the latest rabies epidemiology survey)
For dogs from other cities
- Your ID and proof of temporary residence in Shanghai
- Valid rabies vaccination certificate from an official vaccination site in the original city
- Valid rabies antibody test report
- The Animal Quarantine Certificate from the pet鈥檚 place of origin (this must be issued before your pet enters Shanghai)
For locally registered cats
- Your ID and proof of residence
- Valid rabies vaccination certificate (administered at least 21 days before application)
For cats from other cities
- Your ID and proof of temporary residence in Shanghai
- Valid rabies vaccination certificate from an official vaccination site (administered at least 21 days before application)
- The Animal Quarantine Certificate from the pet鈥檚 place of origin
Step 6:
The final countdown
Once everything is approved, you鈥檒l receive your Animal Quarantine Certificate.
Important notes:
The certificate is only valid for five days, so plan accordingly. If you鈥檙e flying, check your airline鈥檚 pet policies. Some have additional requirements. Rabies antibody testing takes 10 to 14 days, so plan in advance. Shanghai currently has four approved rabies antibody testing labs, and you can choose any of them.
